Culture 2000


Set up by decision 508/2000/CE of the European Parliament and the European Council in February 2000, the Culture Programme was intended to develop a cultural area by promoting cultural dialogue, mutual knowledge of culture and history, creativity, transnational dissemination of culture, the movement of artists and of their work, European cultural heritage, new forms of cultural expressions and the social and economical role of culture.

It took over from the previous three programmes and brang thus together all the pluri-annual and annual project funding in heritage, creation and books/reading.

The programme was implemented through:
  • specific innovative and/or experimental actions
  • integrated actions covered by structured, multiannual cultural Cooperation Agreements
  • special culturals events with a European and/or international dimension
Culture 2000 had an initial budget of 167 millions four 5 years, but this financial package was eventually extended to 236.5 million euros for the 7 years of the programme. One important element of the programme was its opening up of the cultural funding package to third countries; any Member State of the European Economic Area and all candidate countries to the Union can also apply.
